Here's a quick user tutorial on Stampin' Around Wheels. 
You will need either a standard or jumbo wheel handle, a stampin' wheel (Jumbo or standard size), ink cartridges in the appropriate size. 
here I will use the Jumbo Wheel and Handle. The direction for the standard size is the same. 
Take the cartridge (inked in the color of your choice) and insert it into the handle. There are little rails on the sides that will fit the cartridge snuggly. 
push the ink cartridge BACK into the handle. there is a spring in there. Just press until it clicks into place.  snap the WHEEL into the handle. The wheel should spin pretty freely.  remove the ink cartridge cover exposing the actual ink pad (roller). 
press the little tab on the ink cartridge to release the ink roller onto the wheel. It should fit right against the wheel. 
Start Rolling Away! you may need to give it a couple passes to get a good inking on the wheel. 
here's a view of both sizes of ink cartridges. If you don't find the color you want already inked, there are UNINKED cartridges where you can use ink refills to load up your custom color. 
SU also sells wheel storage containers. They come in both jumbo and standard sizes. In this case I was able to fit my wheels nd cartridges together! 

They stack together nicely and keep your wheels in perfect view!
