This is a WAX RESIST technique using Stampin' Up's Watercolor Wonder Crayons. 
supplies: Brayer, color ink pad (here PACIFIC POINT used), Basic Black ink pad (needed), light color Watercolor Wonder Crayon (I used whisper white), stamp set, tissues (not shown), and GLOSSY WHITE card stock (needed).  stamp your image onto the Glossy Card Stock using Basic Black ink. Color in image using your light colored Watercolor Wonder Crayon.
ink up your brayer.
Brayer your ink onto the glossy cardstock. Make one or two passes max. The faster you work on this and the next step , the better. Don't worry if the ink is not even. It will become more even in the next step.
take a tissue and wipe over SOFTLY the entire cardstock using a large circular motion. Do not press hard and make sure you have the tissue ready before brayering. Again... don't wait for the ink to dry. When you are wiping your tissue will smear the ink around to make it look more even. 
Finish your card as desired! My image is a little off center. I don't have time right now to redo... sorry.
